Directive: 26-05 - Elevator Rescue
Operational Guidance/Clarification
This directive is to further clarify the operational expectation of TFRD crews while on the scene of people trapped in an elevator. The C-Manual, C-110 Elevator Rescue, outlines the procedure and will be updated with this directive.
At least one crew, who responds to an elevator incident, will remain on-scene until the persons are safely removed. If, despite all acceptable efforts by the trained crew(s), the people are unable to be extricated, TFRD members will remain and stay in verbal contact with the persons in the elevator.
The exception to this requirement is if a Chief Officer is contacted, the details of the incident are explained, and they agree that the circumstances allow this consideration. The Chief Officer may release or relieve them on scene by another trained crew, contingent upon:
- a certified elevator technician is enroute and is expected to arrive in a timely manner,
- and there are facility staff members who will remain in verbal contact with the trapped persons and agree to do so,
- and the trapped persons understand and voice no objections to our leaving and there are no medical complaints,
- and any open hoistway doors are safely and securely blocked to remove any falling threat,
- and the Technical Rescue Team is contacted if their expertise might be of use,
- and the safety of the trapped persons is and will not be endangered.
