Strike/Picket Lines

As a recent event has occurred, it is necessary to clarify the TFRD response course of action. This is also explicitly stated in the L92/City of Toledo CBA in section 2125.94.

TFRD crews may find that they have been dispatched to an emergency scene that will require them to cross an active strike/picket line to render services, “to protect the public health, safety and welfare.”

TFRD responding crews will attempt to cross the picket line without becoming overly engaged or confrontational so to remain as mission-oriented as possible. If the strikers will not allow this to happen, then normally a quick explanation of the need for an emergency response can diffuse the issue. If this is unsuccessful, then a Battalion Chief and a TPD crew will be requested immediately. If possible, the crew will withdraw and stage until they can safely pass through the picket line.

As union members, we might be sympathetic with the strikers’ issues but we must perform our mission as first responders without fail.
