Operational Guidance/Clarification – (See Directive 24-07)

There has been some recent confusion as to where TFRD crews are to report to when dispatched to a Maumee Bay/Lake Erie automatic aid incident.

This directive is being reissued to clarify incidents occurring in Maumee Bay or Lake Erie. It is not for incidents occurring in the Maumee River or Ottawa River, which will be dispatched as normal ‘River Rescues’ as they always have been. This is the Automatic-Aid Agreement between Toledo Fire and Rescue, Oregon Fire, Jerusalem Township Fire, and Washington Township Fire for water-based incidents in the Maumee Bay area.

This involves the dispatching of Marine 1, bringing onboard dive capabilities and Marine 3 (if a trained crew is available) to perform search and rescue or recovery operations. All efforts will be coordinated with each other and with the other responding fire jurisdictions and the USCG when available.

In addition to the water units, a TFRD Battalion Chief, Safety Officer, and Medic Unit will be dispatched to Cullen Park to the boat ramp area. This location will serve as the west Command Post (CP) for the incident in conjunction with Oregon and Jerusalem Fire setting up a similar CP on the eastern end of the incident at the Oregon Boat Ramp. The Command Posts will serve as staging areas, patient collection points, and to monitor the search efforts. The two CPs will serve as a Unified Command to best coordinate the efforts. A Water Operations Sector will, in most cases, also be established by the first fire department boat to reach the search area to coordinate the on-water efforts.
