Toledo Fire & Rescue currently has a signed Mutual Aid Agreement with all Lucas County Fire Departments and some departments outside of the county. These agreements serve both the City of Toledo and our surrounding jurisdictions.

Whenever a TFRD crew operates within an IDLH atmosphere, whether within the City of Toledo or on mutual aid incidents outside the city, a TFRD-trained and equipped RIT assignment will be dispatched and assigned as the on-scene RIT.

There are slight changes to how mutual aid RIT will be conducted by the Toledo Fire & Rescue Department. The Emergency Manual C-82 ‘Rapid Intervention Team (RIT)’ is still the procedure to follow but with these few modifications for mutual aid incidents.

• The RIT Bag will be carried on both the Safety Officer’s (#134) and EMS Officer’s (#123) vehicles after being removed from the TFRD Heavy Rescues. One of these officers will be dispatched to a mutual aid incident involving a fire or technical rescue as an incident safety officer.
• The assigned TFRD RIT team will get the RIT bag from the vehicle or find it at the Command Post if the officer has already brought it up to the Command Post.
• A RIT line will be pulled from a TFRD engine if practical or from another jurisdiction’s engine that has a water supply and is closer to the structure.
• A ladder for additional means of egress shall be taken from a TFRD engine if practical or from another jurisdiction’s engine if closer to the structure.
• The TFRD RIT team will equip themselves with their appropriate tools needed to achieve a successful rescue if deployed.
• A 360° survey will be completed and the team arranged as appropriate based upon C-82. The RIT team’s officer will report ‘RIT Ready’ to both the on-scene TFRD Chief Officer, Safety Officer, and to the mutual aid jurisdictions’ Incident Command.
