This directive is to reinforce of our current policy:
When the first TFRD crew arrives to a dispatched Structure Fire and determines that the situation is a ‘Working Fire’, they will declare this over their initial radio report when giving their scene size-up.
In most cases, this is already being done but there are occasions when it is either delayed or not stated at all. Since the Regional Council of Government Dispatch (RCOG) deals with 13 different Lucas County fire departments, they do not always remember the subtle differences between them. Many of the other twelve Lucas County fire departments, deploy a different response plan between a Structure Fire and a Working Fire, so the RCOG waits until the Incident Commander actually declares the situation a Working Fire before making the typecode change.
Since TFRD utilizes a Regular Alarm compliment for both typecodes, a quick Working Fire declaration, most importantly, informs all incoming crews of the emergent situation and sets the mental stage. But it also prompts the RCOG to quickly change the typecode from a Structure Fire to a Working Fire which immediately alerts the TFRD command staff of the fire also.
