**Policy/Procedure** 

If the Toledo Fire and Rescue Department receives a call that a shock sensitive and or explosive material has been discovered by a civilian, a dispatch will be made in accordance with the Hazardous Materials Response Manual.

**1.** Upon arrival, the Hazardous Materials Team will determine if there is an immediate hazard and if that hazard calls for the notification of the Toledo Police Department Bomb Unit. If the Bomb Unit is not needed, the owner will be advised to call a private contractor who deals with the disposal of these materials. In either case, the Hazardous Materials Unit will lend their assistance within their capabilities. The Hazardous Materials Unit will not be involved in the transportation, storage, or disposal of hazardous materials.

**CAUTION:** The use of Department radios, either mobile or portable, SIMS or Mobile Data Terminals may cause detonation of certain explosive devices. Members shall refer to the Department’s “Bomb Incidents” protocol regarding the use of electronic devices.

**2.** Since mid-1991, the Toledo Fire and Rescue Department has been experiencing incidents involving an explosive device commonly called the “Drano Bomb”.

All fire personnel are reminded of the serious consequence of such an ordinance, which has been classified by the Fire Marshal’s office as an explosive device. The Ohio Revised Code ([[https://codes.ohio.gov/ohio-revised-code/section-2923.17|ORC 2923.17]]) lists possession of such “Dangerous Ordnance” as a fourth degree felony subject to prosecution.

**3.** Fire personnel shall bear in mind they are at extreme risk of injury when called to the scene where such a device has been found. The nature of this incident is compounded by the uncertainty of construction and untimely activation. It is essential that these devices be treated as dangerous ordnance. When encountering an unexploded “Drano Bomb” the following procedure shall be followed:
  - Command shall establish a minimum perimeter of 100 feet around the object.\\ \\ 
  - Command shall request the activation of the Toledo Police Department Bomb Squad.\\ \\ 
  - Command shall request the notification of a Fire Investigator.\\ \\ 
  - Turn out gear shall be worn by all fire personnel on scene.
